2.2.4 The way configuration should be done by modconf.sh

The modconf.sh script has three parts :

The AC part
The MAK part
The SCM part.

In case of module the three parts should be executed but in case of plugin only the SCM part is relevant as it is done for efm with a slightly different mechanism but that can be homogenized now. Moreover in the latter case the siteinit.scm file that should be modified is not necessarily (depending on the fact that festival is installed or not). In fact modconf.sh should take an additional parameter on which to check which kind of configuration has to be performed.
