2.2.6.2.1 config

Is an install-data-local target that contains files that need to be configured. A thing.scm.in file should exist that is converted to a thing.scm file. The task is achieved by the libconfig.sh script. It is still local for efm and in the scripts directory for other packages. All that should be merged.
